Mr. Hassan Mehmood Yousufzai joined MPCL Board on September 25, 2023, representing Government of Pakistan. He is a non-executive director and a Member of the Board’s HR&R and Technical Committees.

Mr. Hassan M. Yousufzai is currently serving as Additional Secretary, Petroleum Division, Government of Pakistan. Before his current assignment, he was serving as Additional Secretary in the Ministry of Maritime Affairs.   Previously, he has served as the Director General of the National Institute of Management, the Pakistan Academy for Rural Development, and the Pakistan Provincial Services Academy, Peshawar. In Khyber Pakhtunkhwa, Mr. Yousufzai has served as Secretary Higher Education Department, Housing Department, Auqaf Department, Law and Order (Merged Area), and Administration (Establishment). Mr. Yousufzai has also served as a Commercial Counselor in Frankfurt, Germany, as Managing Director of Small Industries, KPK, and as Chief Economist in the P&D Department of KPK Government. Outside the Government, he has experience working as a Capacity Development Specialist in the Asian Development Bank and Assistant Political Agent in Bajaur Agency. Early in his career, Mr. Yousufzai served as District Coordination Officer in Swat, as Additional Secretary in Establishment Department, and as PSO to Chief Secretary, and also remained Assistant Commissioner in Chitral and Swat.

He passed his CSS Examination in 1995 to join 24th CTP in the Pakistan Administrative Service (Formerly called DMG). He attained an MA in Conflict Transformation from Eastern Mennonite University, USA as a Fulbright Fellow. Currently, he is enrolled in the Ph.D. program in the Department of International Relations, University of Peshawar. Mr. Yousufzai also holds an MA in Political Science from Peshawar University and B.Sc. (Aero Sciences) from PAF Academy in Risalpur.

He has participated in diverse professional training courses and promotion exams in PAF, the 18-month Common Training Program and Specialized Trading Program at Civil Services Academy, mid-career management course, senior management and national management courses, JICA training on development studies, and economic development training in China. Mr. Yousufzai has also participated in numerous domestic and international seminars, certificate courses, and non-degree programs on areas related to the public sector. He has also drafted “Manual for Musalihat Anjumans” for ADB and co-authored “Towards Understanding Pukhtoon Jirga, an Indigenous Way of Peace Building and More”.

In addition to MPCL, Mr. Yousufzai serves on the boards SSGCL, Government Holdings (Pvt) Limited, Pakistan LNG Limited, Pakistan Refinery Limited and Pakistan State Oil Company Limited, as a Government representative.
